What Auto Insurance Company Has Cheap Rates For Adding A 16 Year Old First-time Driver To An Insurance Plan?

We live in Florida, and my son just turned 16, wants to get their licenses, but do not want our insurance to go up too. From what I hear is very expensive, but not heard other people saying that any auto insurance company have very low rates to add a handler for the first time. So if there are other parents who know of a company using it is quite cheap please let me know.
